The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0001406) for the discharge of treated surface wastewater to the Seneca River and Barge Canal, a Class C water.
Evans Chemetics is a specialty chemical manufacturing facility based in Waterloo, NY. The facility primarily produces divalent sulfur chemicals for use in the cosmetic and plastics industries. Treatment at the facility consists of process wastewater neutralization and biological treatment of process wastewater and contact and non-contact cooling water using sequential batch reactors. The facility has a design flow of 0.37 MGD prior to discharge from Outfall 013.
DEC proposes to incorporate the following modifications to this permit: - Administrative changes have been made. - Permit limit, levels and monitoring for parameters have been updated for Outfalls 001, 004, 005, 008, 009, 010, 012 and 013. -Footnotes have been updated. - Special Conditions for Industry Best Management Practices (BMP) have been updated. - The Mercury Minimization Program (MMP) page has been updated. - The Water Treatment Chemicals page has been updated. - The Discharge Notification Requirements page has been added. - A Compliance Schedule has been added for sampling data for outfalls, a short-term high intensity plan, submission of a revised BMP plan and a revised MMP, and, a sampling plan for Ultimate Oxygen Demand at Outfall 013. - The Monitoring Locations page has been updated.

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Comments on this project must be submitted in writing to the Contact Person no later than Mar 23, 2012.
