Project Description:

The Department of Environmental Conservation has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0003344) for the discharge of treated surface wastewater to the Oswego River, a class C water.

Interface Solutions Inc., manufactures industrial gasketing material and sheet floor backing. Treatment at the facility consists of pre-sedimentation, bar screen and polymer addition, flocculation tanks, and final clarifer. An aeration tank is not being used and has been taken out of service. A lagoon stores bypassed process water in case of power failure. The process wastewater receives screening and then goes to the Dissolved Air Floatation by gravity followed by final sedimentation. Sludge handling process includes a belt press for dewatering, and the denatured sludge is disposed to landfill. Sanitary wastewater treatment process consists of comminute, aeration basin, settling tank, seasonal decolorization, and decolorization.

DEC proposes to incorporate the following modifications to this permit: -Contact information has been updated. -Monitoring requirements have been updated. -List of Approved Water Treatment Chemicals has been added. -Best Management Practices has been added. -The abbreviated version of Discharge Notification Requirements has been added. -Process Flow Diagram has been updated.
