Project Description:

The applicant proposes to remove-an existing one-story maintenance building and existing one-story clubhouse building extension, extend an existing wood deck by installing approximately 1,150 square feet of decking 4 to 5 feet above grade within the adjacent area of NYSDEC regulated Class 1 freshwater wetland YO-1. The project site is located in Van Courtlandt Golf Course south of Van Courtlandt Lake at 117 Van Courtlandt Park South.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V modification for an existing maintenance and repair facility for subway cars. Three existing stationary combustion units (boilers) which are used for heating are being replaced by three new permanent boilers each with a heat input capacity of 24.5 mmbtu/hr. The permit will include a temporary 24.5 mmbtu/hr boiler and a portable 32.7 mmbtu/hr boiler which will remain on site during the construction and then removed. The facility's VOC exceed major source thresholds listed in 6 NYCRR Subpart 201-6 and is therefore subject to Title V. Also applicable are requirements Parts 225, 228, 227-2 and 40CFR Subpart Dc for the new boilers. The facility is proposing a NOx emission cap of 24.5 tpy on emission unit 2-00BLR and will be in compliance with all applicable state and federal regulations such as New Source Review.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Renewal Permit for the North River WPCP. The plant's older three Cleaver Brooks 31.4 mmBtu/hr and one 8.4 mmBtu/hr boilers were replaced with equivalent York-Shipley boilers in January 2007. The ongoing WP-164/Contract 35 North River WPCP Process Optimization and Odor Minimization Construction will add two carbon vessels to the plant's North Odor Control System, two wet scrubbers and six carbon vessels to the South Odor Control System, a 200 kW black start engine and a 2000kW emergency engine generator. The plant's gasoline and diesel dispensation stations were permanently closed in 2006.
