Project Description:

The Department is prepared to issue an individual Water Quality Certification for the creation of 0.34 acres of new wetland to mitigate their impact to a total of 0.17 acres of federal wetland as part of their two phase expansion project. Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0022365), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA).

The Village of Waterloo Sewage Treatment Plant has a design flow of 0.8 mgd. Treatment consists of screening (grit removal and preliminary), primary settling tanks (clarifers), a trickling filter for biological treatment, final settling (clarifers) and chlorination (disinfection in contact tank). Primary and secondary sludge is pumped to a holding tank, then to a belt filter press unit for dewatering, after which the sludge is trucked to landfill. The facility has surface discharge to the Seneca River, a class C water.

The following changes to the permit are proposed: - Final flow to be increased from 0.8 mgd to 1.3 mgd, upon completion of planned upgrade. - CBOD5 Monthly Average and Daily Maximum mass loadings retained, changed concentration limits. BOD5 monitoring retained for interim limits. - Ultimate Oxygen Demand calculated for final limitations. - Ammonia (as N), and TKN to be monitored in accordance with flow increase (final limitations); no numerical limit. - Phosphorous changed for compliance with the Great Lakes Water Quality Agreement. - Total Residual Chlorine water quality based limit for final limitations. - Short-Term, High Intensity Monitoring Schedule added for Copper, Zinc, BTEX and MIBK loadings. - Toluene: Limited sampling schedule, for the presence and persistence of this contaminant. - Sampling frequency, applicable to all Conventional Parameters changed to reflect a 1.3 mgd facility.
