Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0004413) for the discharge of treated surface wastewater to Lake Champlain, a Class B water.

International Paper Ticonderoga Mill produces grades of printing and reprographic papers in roll and sheet forms. The mill uses wood chips, paper fiber, and logs as raw material to produce the finished product. Treatment at the facility consists of wastewater streams combining in the head tank, then flow by gravity to the Ross Farm secondary treatment facility. All mill process wastewater, leachate from onsite landfill and sanitary wastewater are treated at the secondary treatment facility. The aeration basin provides biological wastewater treatment. During May - November, up to 2 mgd of biological wastewater treatment is provided by 3 wetland treatment units. The wastewater from the aeration basin and wetlands goes to secondary and tertiary clarifiers. The sludge from the clarifiers is recycled to aeration basins or dewatered and sent to onsite landfill.

DEC proposes to incorporate the following modifications to this permit: Outfall 001 - Limits for BOD5, Total Settleable Solids, Chlorinated Phenolics, Hydroquinone have changed. Limits for TDS, UOD, Fecal Coliform and Phenolics, Total have been added. Action Levels for Aluminum, Copper, Iron, Vanadium, and TRC have been added or changed. Outfall 002 - Limits for BOD5 and TRC have changed.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 16, 2012.
