Jefferson County - The Town of Orleans, as lead agency, has determined that the proposed Town of Orleans Wastewater Treatment Plant Improvements will not have a significant adverse environmental impact. The action involves the construction of a 52.416kW solar array, located south of the facility's lagoon, which will offset 52.76% of the plant's annual electrical use (NYSERDA General Best Practices Handbook, G22). The array will consist of 234 Sharp ND-224 UC1 Modules. It will utilize a Haticon Ground mounting system and six SMA America SB7000US inverters. The reduction in energy use will allow funding for renovations to the Sewer Treatment Plant. Variable frequency drives will be installed to lessen the lag/lead issue between pump stations and further reduce energy consumption (NYSERDA General Best Practices handbook, G12). Aeration chains with fine bubble technology combined with dissolved oxygen monitoring and a variable capacity blower will increase the treatment capacity to 100,000 gpd while further reducing energy consumption (NYSERDA Wastewater Best Practices, WW6). The plant will also receive new pumps, motors, and a 6" forcemain to replace the existing 4" forcemain that spans from the Vacuum Station to the lagoon. The project is located at 20558 Sunrise Avenue in LaFargeville New York.
