Project Description:

The applicant has applied for a Solid Waste Management facility permit (22M04) authorizing operation of a non-specific solid waste management facility within an existing building on an existing commercial site. The facility will receive up to 200,000 gallons per year of used cooking oil in drums which are stored on site for later transfer to a off-site processing facility. On-site storage will not exceed 5,000 gallons or 100 fifty-five (55) gallon drums.

Project Description:

The New York State Department of Environmental Conservation (DEC) has made a tentative determination to modify State Pollutant Discharge Elimination System (SPDES) permit NY-0006840. Barrett Paving Materials, Inc. discharges a maximum design flow of 7.92 MGD (million gallons per day) of dewatering of Sugar River and groundwater inflows and stormwater runoff from outfall's 003 & 005 to an unnamed tributary of the Black River, class C(T) waterbody and 75 GPD sanitary wastewater from outfall 004 to ground water.

The following changes to the permit are proposed: Elimination of Outfalls 001 & 002, formerly dewatering water from the "South Quarry" which has now been reclaimed per the Mined Lands Program; Outfall 003, "North Quarry" source, now designated as internal outfall 03A; add additional discharge source area "Black River Quarry", designated as internal Outfall 03B; increase estimated average discharge for Outfall 003 (combined discharges from Outfalls 03A and 03B) from 0.33 MGD to 2.36 MGD; added temperature limit for discharge to a trout waterbody; monitoring page with flow diagram has been revised; and administrative updates to permittee facility and contact information.
