Project Description:

The Minisink Compressor Station facility will be located in the Town of Minisink, Orange County, New York. This facility is a natural gas pipeline compressor station that includes turbine and compression equipment to increase natural gas pressure in the existing Millennium gas transmission line servicing main pipelines which interconnect to the larger national natural gas transmission network.

Permitted sources at the facility consist of two Solar Turbine Centaur 50 natural gas turbine compressors. Also on site are an exempt heating source (< 10 mmBTU/hr) and an exempt generator used less than 500 hours annually. The exempt generator is subject to the requirements of 40 CFR Part 60 Subpart JJJJ - Standards of Performance for Stationary Spark Ignition Internal Combustion Engines. These requirements are excluded from the permit based on the exempt status of the source and USEPA delegation of 40 CFR Part 60 Subpart JJJJ to New York State. The two Solar Turbine Centaur 50 natural gas turbine compressors are subject to the monitoring, recordkeeping and reporting requirements of 40 CFR Part 60 Subpart GG and Subpart KKKK - Standards of Performance for Stationary Gas Turbines. The Standard Industrial Classification representative of the facility is 4922 - Natural Gas Transmission.

The compressor station will be accessed via Jacobs Road, through a new permanent paved access driveway approximately 830 feet in length and approximately 20 feet in width. This driveway will follow an existing field road into the site. During construction the contractor will use the access driveway to move personnel, equipment and material to the compressor station site. Following construction, the driveway will be used for general access to the compressor station. Installation of a paved access driveway will impact a total of approximately 0.087 acres of Palustrine Emergent Wetlands (PEM) and Palustrine Scrub/Shrub (PSS) wetlands. Due to the minimal amount of wetland impact, Millennium does not anticipate any mitigation will be required. The wetlands on the site are under jurisdiction of the U.S. Army Corps of Engineers (USACE). The project sponsor is seeking USACE authorization for this activity under USACE Nationwide Permit (NWP) # 12, Utility Line Activities. This authorization requires a Water Quality Certification (WQC) to be issued by the New York State Department of Environmental Conservation (DEC).
