Project Description:

The Department has made a tentative determination to approve an application for an existing facility, a petroleum solvent dry cleaning facility, which consists of one washer and one dryer. The dryer exhausts to the atmosphere with no emission control. The petroleum based Stoddard solvent is used for cleaning and is limited to 2,880 gpy to ensure that annual emissions of VOCs do not exceed the emission rate potential of 2.88 lb/hr. Records demonstrating compliance with these limitations will be kept in accordance with the permit special conditions. The facility is subject to the provisions of State Facility specified under 6 NYCRR Part 201-5. The application, draft permit, relevent supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

Project Description:

The action involves installation and operation of an auxiliary boiler at the existing Astoria Generating Station (AGS). The existing AGS generating units consist of three dual fueled (natural gas and NO.6 oil) boilers, one natural gas-fired boiler and a small natural gas-fired simple-cycle combustion turbine (Units No. 20, 30 40, 50 and GT1) providing a total electric generating capacity of approximately 1,300 megawatts (MW). Electricity generated by the existing AGS units is transmitted to Con Edison's Astoria East or Astoria West substations at 138,000 volts. Due to the decrease in operations at the AGS, it is not efficient or practical to run one of the large boilers to produce station steam when no electrical generation is required. Therefore, AGS proposes to install and operate an auxiliary boiler to provide auxiliary steam for station service requirements. Except for periods of testing, the auxiliary boiler will operate only when the main existing boilers are not operating for electric generation. The auxiliary boiler will be a Hurst Boiler model S5·G·900·200·PBA and will fire natural gas only, with a heat input rating of 37.8 MMBtu/hr. The auxiliary boiler will be located within the existing Boiler House with the exhaust gases vented through the existing Boiler 20 stack (Emission Point 00021) which is 299 feet tall and 164 inches in diameter. Potential emissions from the auxiliary boiler will be limited to 1.96 tons per year (tpy) for NOx; 3.89 tpy for CO; 0.35 tpy for PM10 and PM2.5; 0.02 tpy for SO2; 0.25 tpy for VOC; and 5,559 tpy for CO2.

The facility is located along the East River, approximately 2,400 feet northeast of the Astoria Generating station at 18-01 20th Avenue in Astoria, Borough of Queens, New York, within the larger 600+ acre Astoria ConEd Complex.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
