Project Description:
Lafarge Building Materials, Inc. has applied for a modification to their existing State Pollutant Discharge Elimination System (SPDES) permit (NY 000 5037), to extend the initiation of the Impingement Mortality and Entrainment Characterization (IM/EC) Study required in the permit.
The Department has made a tentative determination to issue a SPDES modification under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought.
Lafarge Building Materials facility is located approximately one mile west of the Hudson River, east of U.S. Route 9W, south of Old Ravena Road, and north of the Village of Ravena, in the Town of Coeymans, Albany County, New York. The facility is approximately 2.25 miles north of the intersection of NYS Route 143 and Route 9W.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department has made a tentative determination to approve this application for SPDES permit modification to discharge backwash water from an arsenic removal system which was installed at the Creekside Village MHP to deal with arsenic levels exceeding drinking water standards in their well water. The arsenic removal backwash will discharge to a separate outfall (002) into the Schoharie Creek located adjacent to the facility's existing SPDES outfall (001). This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. The project is located at Creekside Village, U.S. Rte 20, South side, 1 mile ± west of the Route 20 & 30 intersection in the Town of Esperance, Schoharie County.
