Project Description:

The Department has made a tentative determination to approve an application for an education facility that provides campus heating and steam/electricity needs at three separate buildings with a total of five emissions points, St. John's Hall, St. Albert's Hall, and Carnesseca Arena. This permit is to operate a Kawasaki simple cycle combustion gas turbine, a heat recovery steam generator with an economizer section to pre-heat feed water and a stack. The turbine will generate about 1666 kilowatts of electric power at full rating. An analysis shows that this application is not subject to Part 231, New Source Review. A NOx RACT analysis is submitted with this application. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evalution of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

Project Description:

The Department has made a tentative determination to approve an application for a project (JFK Pipeline) that takes place outdoors and is not part of a building. The soil vapor extraction (SVE) system will operate west of outfall 12 and along the shoreline of Jamaica Bay at JFK International Airport. One 475 bhp generator will be staged at JFK Airport to supply power to a SVE system. The generator will operate of 100% load continuously for an estimated 12 to 18 months. The facility NOx emissions are limited to 24.9 tons per year. Compliance with this cap will be demonstrated through the limiting of fuel usage. Project Description:

The applicant proposes to construct a new timber pier in the Arthur Kill on piles approximately 470 feet long and eight feet wide, a new timber gazebo, a pervious waterfront viewing area, pervious walkways, and a pervious, 50-vehicle parking lot, along with restoration of approximately 325 linear feet of shoreline, and installation of native species plantings along the shoreline and around the parking lot, on the northwestern portion of a property known as The Tides at Charleston, Richmond Coounty Tax Block 7596, Lots 1 and 35, at 15 Tides Lane, Staten Island, NY 10309. The applicant also proposes to remove approximately 22 derelict and sunken vessels by cutting at the mudline from barges brought in at high tide, and loading the debris onto barges for transport to permitted disposal sites. Twenty parking spaces in the parking lot will be available for visitors using the pier for fishing. A previous permit was issued allowing construction of a restaurant and 52-vehicle parking lot in the northwestern portion of the property. The remainder of the property upland is developed with an association of residential units also authorized by the previous permit.
