Extension of Public Comment Period and New Public Hearing Date

Haverstraw Water Supply Project
On January 18, 2012 the New York State Department of Environmental Conservation (NYS DEC) issued a Combined Notice of Complete Application, Acceptance of the Draft Environmental Impact Statement (Draft EIS) and Notice of Public Hearing and Public Comment Period for the Haverstraw Water Supply Project. In the Combined Notice, NYS DEC established a deadline for submission of public comments of March 19, 2012. NYS DEC scheduled a legislative public hearing on February 28, 2012. This Supplemental Notice is for the purpose of establishing a new public comment deadline and legislative public hearing date.
New Public Comment Period Deadline
All written comments concerning the Draft EIS, draft SPDES permit, draft Water Supply permit or draft Excavation and Fill/Water Quality Certification must be submitted to NYS DEC Contact Person listed below by April 20, 2012. Comments sent by regular mail must be postmarked no later than April 20, 2012. E-mail and Fax comments must be received by 5:00 p.m. (EDT), April 20, 2012. All public comments on these permits will be reviewed by NYS DEC Staff to determine whether they raise substantive and significant issues that warrant further review through adjudication. Specific comments must be supported by full documentation and references should be limited to readily available information.
New Legislative Public Hearing Date
Legislative hearing sessions to receive unsworn statements from the public on the Draft EIS, applications and the draft permits, described above, will be held before Administrative Law Judge Helene Goldberger.

All persons, organizations, corporations, or government agencies which may be affected by the proposed project are invited to attend the public hearing and to submit oral or written comments. It is not necessary to file in advance to speak at the legislative hearing. Lengthy statements should be in writing and summarized for oral presentation. Reasonable time limits may be set for each speaker to afford everyone an opportunity to be heard. Equal weight will be given to both oral and written statements. The hearing location is fully accessible to persons with mobility impairment. Interpreter services shall be made available to deaf persons at no charge upon written request to the Administrative Law Judge at least 10 days prior to the hearing, pursuant to the State Administrative Procedures Act.

Putnam County - The Town of Putnam Valley Planning Board, as lead agency, has determined that the proposed Gentile Subdivision will not have a significant adverse environmental impact. The action involves a proposal by the applicant, Joseph Gentile, for a 2 lot subdivision and the construction of a 4 bedroom residence, septic system, water well, asphalt driveway and stormwater improvements on proposed Lot 2. The subject property consists of 3.47 ± acres of land and is located within the Town's R-1 Zoning District.
The subject property currently contains a 3 bedroom residence and detached garage and, therefore, the proposed subdivision will result in a net increase of one single-family residence. Proposed Lot 1 will consist of 1.143 ± acres of land and will contain the existing 3 bedroom residence, septic system, water well, and driveway. Proposed Lot 2 will consist of 2.327 ± acres of land and will contain the proposed 4 bedroom residence, septic system, water well, and driveway. The project is located at 199 Wood Street, Putnam Valley, New York.
