Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility Permit for the application submitted by Callanan industries for continuing operations at the South Bethlehem facility, which is located along County Route 101 approximately one half mile south of State Route 396 in the towns of Bethlehem and Coeymans, Albany County. The permit covers the operation of equipment which includes: an approximate 180 tons per hour batch mix asphalt plant; an approximate 750 tons per hour permanent aggregate stone processing plant; an approximate 400 tons per hour drum mix asphalt plant, and an approximate 700 tons per hour diesel engine powered portable stone processing facility.

Persons wishing to inspect the subject Air State Facility files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative below. Project Description:

The applicant is proposing to subdivide a 7 acre portion of an existing 21 acre site owned by Taconic Telephone Corp. to construct a new 45,500 square feet Price Chopper Supermarket including drive thru pharmacy, loading docks, access drives, an on-site wastewater treatment plant, stormwater detention basin and a parking lot containing 211 parking spaces. 0.70 acres of the site is located in the Village of Chatham and the remainder of the site is located in the Town of Ghent.

The construction of the parking lot and the stormwater detention basin will impact approximately 0.56 acres of NYS Regulated Freshwater Wetland adjacent area. To mitigate for the loss of the wetland adjacent area the project sponsor will create additional wetland on-site totalling approximately 0.36 acres.

The project also includes the construction of an on-site wastewater treatment plant which will treat all wastewater generated from the store and will discharge 3,000 gallons per day of treated wastewater to an unnamed tributary to the Kline Kill.

The proposed project is located on the west side of NYS Route 66, immediately south of the Village of Chatham in the Town of Ghent, Columbia County.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Project Description:

The Department has prepared a draft permit and has made a determination to issue a renewal for the Title V Air Facility Permit for the operation of the Amphenol facility located at 40-60 Delaware Avenue, Village of Sidney, County of Delaware, owned by Amphenol Corporation of Wallingford, Connecticut. The application is for the renewal of the facility's existing Title V permit. The initial Title V permit for the facility was issued on August 24, 2000 and the first renewal was issued on August 21, 2006. The 675,000 square foot facility manufactures interconnect products for the Military, Commercial Aerospace and Industrial markets. Amphenol manufactures cylindrical and rectangular, electronic, fiber optic, EMI/EMP filter, and a variety of special applications connectors and interconnect systems using CNC machining, die-casting, molding, impact and extruding, plating, screw machining and process controls. Significant air emission sources at the facility include two oil fired boilers, downdraft benches, curing ovens, degreasers, plating tanks, spray booths, and storage tanks. The applicant has agreed to permit conditions which will limit the emissions of particulates, oxides of nitrogen (NOx), and sulfur dioxide (SO2) from the two oil fired boilers in order to meet regulatory requirements. The above emissions will be limited through the use of heating oil with reduced maximum sulfur content. The applicant will be required to maintain records and report this data to verify compliance with permit conditions and limits

In accordance with 6 NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.

Project Description:

Stiefel Laboratories, a GSK Company, has applied for a modification to their existing State Pollutant Discharge Elimination System (SPDES) permit (NY 019 1973) to incorporate the use of water treatment chemicals at the facility's wastewater treatment plant. Steifel is transitioning from a facility manufacturing dermatological products to a facility which will manufacture and package oral care products (i.e. toothpaste). SPDES permit NY 019 1973 was recently modified to permit construction and operation of a new wastewater facility to treat the wastewater from the oral care manufacturing facility. This modification is to permit the use of eleven specified water treatment chemicals at the new wastewater treatment plant. In addition to listing the approved water treatment chemicals, the permit will be modified to require Whole Effluent Toxicity (WET) testing for the duration of the permit and a monthly average monitoring and daily maximum limit for total residual chlorine has been added.

The Department has made a tentative determination to issue a SPDES modification under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought, or for the overall project.
