Project Description:

The Department has prepared a draft modified Air State Facility permit for JML Quarries Masten Lake Plant. The facility is a batch asphalt plant and quarry. The modification of the permit includes revising the emission limits, permitting waste oil as an asphalt plant process, adding quarry equipment and two diesel generators to the permit, and specifying 6NYCRR Part 212.12 asphalt plant requirements. Emissions of carbon monoxide, nitrogen oxides, sulfur dioxide, and volatile organic compounds are limited below major source thresholds. Therefore, the facility is not subject to Clean Air Act Title V and 6NYCRR Part 212.10 Reasonably Available Control Technology requirements.

Persons wishing to inspect the subject Air State Facility files, including the application with all relevant supporting materials, the Draft Permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below.

Project Description:

The applicant has applied for a Modification to the Part 360 permit for the Ulster Transfer Station (Solid Waste #56-T-05) to allow an increase in the amount of Municipal, Commercial and Institutional Solid Waste (MSW) and Construction and Demolition debris (C&D) accepted at the existing transfer station. The Modification would allow a "phased" increase in the amount of wastes allowed to be accepted at the facility from the current rate of 440 tons per day (2640 tons per week), to a maximum combined rate of 550 TPD (3300 tons per week) during an interim period lasting approximately three months. At the conclusion of the interim period, the maximum combined rate would increase to 650 TPD (3900 tons per week). No new construction is proposed. No changes in the types of wastes accepted or operations conducted at the facility are proposed under this Modification. The project is located southeast of the intersection of NYS Routes 199 and 32 in the Town of Ulster, Ulster County.
