Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0022403) for the discharge of 7.0 mgd of treated surface wastewater to the Mohawk River, a class C water.

Treatment at the facility consists of screening, aerated grit chamber, primary settling, trickling filters, and final settling. Sludge is pressed then incinerated or hauled to landfill.

DEC proposes to incorporate the following modifications to this permit: -Monitoring requirements for Ammonia and TKN have been removed. -Whole Effluent Toxicity testing has been added. -A mercury limit has been added. -Short term monitoring for Bis(2-ethylhexyl)phthalate has been added. -Monitoring of concentration, in addition to existing mass-based limit, has been added for Copper, Lead and Phenolics. -Standard permit conditions have been updated.

Project Description:

The applicant proposes to develop and operate a 4.4 acre surface sand and gravel mine within a 138.2 acre parcel owned by the permittee. The proposed mine is located approximately 3 miles north of the village of Croghan and approximately 1,000 feet behind the Croghan Highway Department's garage on the West side of State Route 812. The mine is intended to operate as a traditional surface extraction of the Buxton silt loam which is the predominate soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Mining is proposed to remove approximately 98,000 cubic yards of aggregate sand and gravel over the estimated 15-year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screen and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons per hour (TPH). Final reclamation will restore the site to a +/- 4.4 acre uniformly graded and re-vegetated open land. The reviewed life-of-mine area is 4.4 (LOM) acres.
