Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY0005061) for the discharge of stormwater runoff from ponds and pond area.

Walloomsac Recycling (formerly Bennington Paperboard Company) was a non-integrated paper mill that used to produce set-up paperboard, folding paperboard, book blanks, capliner, core board, and specialty paper grades from recycled waste paper. The company ceased the manufacturing operations in August 2008 and is now in idle state.

DEC proposes to incorporate the following modifications to this permit: - Page one has been updated.. -The process wastewater discharge through outfall 001 to Walloomsac River from this facility has been deleted except the stormwater runoff from two ponds since the facility is no longer in operation. Only Total suspended Solids Maximum limit of 50 mg/l per discharge has been included. -All the information related to outfall 001 that reflects process wastewater has been deleted, including: Footnote, Action Level, and WET testing. -The wastewater discharges through outfalls 002, 004, and 005 to Walloomsacc River have been deleted.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant has applied for a Mined Land Reclamation Permit and Solid Waste Management permit to convert an existing 57.9 acre sand and gravel mine into a 68.54 acre construction and demolition (C&D) debris disposal site, to be operated in 13 phases. The project is currently authorized to include processing of sand and gravel, which will continue while mining continues. Those areas where mining has been completed would be converted to a lined C&D disposal area in accordance with 6NYCRR Part 360. The site is located on the east side of Partition Street Extension, in the City of Rensselaer and Town of North Greenbush, Rensselaer County. Comments on the proposed project will be accepted until February 17, 2012. The application and supporting documentation are available for review at Rensselaer City Hall, 62 Washington Street; Rensselaer Public Library, 676 East Street; North Greenbush Town Hall, 2 Douglas Street; North Greenbush Public Library, 141 Main Avenue; and the Region 4 Office listed below. In addition, pursuant to recent SEQR amendments, all Draft Environmental Impact Statements are required to be posted on the internet for accessibility by interested parties. Therefore, the full DEIS is available online at http://www.ctmale.com/node/218 for review. A legislative public comment hearing will be held on Monday, February 6, 2012 at 6:00 p.m. at the Rensselaer City Hall, 62 Washington Street. All interested parties are welcome to attend and provide verbal comments on the pending applications. Written comments may be mailed to the contact person below and must be received within 30 days of the date of this notice. Comments should include specific information relative to the project.

Project Description:

The applicant proposes to construct a new 32' X 46' single family residence with attached deck on an approved building lot along the shoreline of Mariaville Lake. The new house structure will be located within the adjacent area of NYS Freshwater wetland RJ-3 a distance of approximately 32 feet from the wetland boundary and shoreline of the lake. A new 6' wide X 12' long seasonal floating dock will also be constructed. To mitigate for wetland buffer impacts, a 17 foot wide buffer strip extending along the shoreline for the length of the property will be left unmowed with the exception of a small maintained path to access the dock. The property is located along the south side of Weast Road approximately 450 feet west of the intersection with Island Drive.
