Project Description:

The applicant proposes to construct an addition and parking area totaling 8,920 square feet to Mission Church, 4101 RT 52, Holmes. New stormwater facilites require a small disturbance (1,160 sf.) to NYS DEC Wetland Adjacent Area #PQ 45 for the outfall. Wetland mitigation includes the revegetation of a previously disturbed area.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The proposed project will withdraw a maximum of 10 million gallons per day (MGD) of water from the Hudson River for the purpose of providing a maximum of 7.5 MGD of potable water to the existing United Water water supply distribution system serving Rockland County. The project will be developed in three separate phases, based on growth in water demand in Rockland County, with each phase capable of producing 2.5 MGD. The Department has made a tentative determination to approve the applications for the project. SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
