Project Description:

The project, located on the east side of Lake Shore Road approximately 0.3 miles south of Dunn Road, involves construction of a keyway 4 feet wide by 2 feet deep using geotextile fabric and 150 cubic yards of large stone. The keyway will be constructed along 500 feet of shoreline at the toe of the road embankment for the purpose of preventing future erosion of the shoreline and damage to the county roadway. Voids in the existing rip rap along the road embankment will also be repaired.

Project Description:

The applicant proposes an existing discharge of up to 1,500 gallons per day of treated Water Plant Diatomaceous Earth Filter Backwash Wastewater to a treatment lagoon located at 343 Farrell Road, Willsboro. Treated effluent from the lagoon will then be discharged to a roadside drainage ditch which ultimately drains to Lake Champlain, a Class AA waterbody.

The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. SPDES #NY-025 6251.

Project Description:

The Department has prepared a draft permit and made a tentative determination to issue an Air State Facility (ASF) permit for the Great Meadow and Washington Correctional Facility. The facility currently operates under a Title V permit for emissions from its boiler plant, but recent energy conservation measures and a switch to oil with lower sulfur content has reduced emissions to the point that a Title V permit is no longer necessary. The draft ASF permit contains conditions which limit emissions of sulfur dioxide and nitrogen oxides from combustion and volatile organic compounds (VOCs) from a commercial cleaning products packaging process to minor source levels. There are no other pollutants with major source level potential emissions.
