Project Description:

The Department has made a tentative determination to approve this application for re-issuance of SPDES permit # NY0218944 for Stratford Farms, at 198 Bower Road, for the discharge of 105,000 gallons per day (gpd) of treated sanitary waste to the Wappinger Creek, NYS WIN # H-101, Class B(T). The previous permit expired September 1, 2008 and no changes in the operation of the facility or the amount/quality of the discharge are proposed. Most of the service area and treatment plant are in the Town of Poughkeepsie and several parcels and the outfall are located in Town of Pleasant Valley. This facility was previsouly identified by DEC # 3-1346-00106/00001; the SPDES ID number has not changed.

The facility is being reclassified from a non-significant minor facility to a significant minor facility and will now be required to submit monthly Discharge Monitoring Reports and Wastewater Facility Operation Reports for the discharge.

A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0026328) for the discharge of 8.5 mgd of treated surface wastewater to the Wallkill River, a class B water.

Treatment at the facility includes preliminary treatment with bar screens and grit removal, primary settling, activated sludge, final clarification and seasonal UV disinfection. Sludge is stabilized by anaerobic digestors, dewatered by belt filter presses and hauled offsite for disposal.

DEC proposes to incorporate the following modifications to this permit: -Permit pages and conditions have been updated to reflect current permit language, department guidance, format and nomenclature. -Toxicity testing requirements have been added for Outfall 001. -A mercury limit and mercury minimization program requirements have been added. -The total residual chlorine limit has been reduced. -The seasonal disinfection period has been extended from May 15-Oct 15 to May 1-Oct 31. -Outfalls 003-005 are included in the permit to address the discharge of site stormwater. -A schedule of compliance has been added to require a collection system monitoring and maintenance plan to maintain the sanitary sewer system and reduce inflow and infiltration sources. -An updated monitoring locations diagram has been added.

The applicant proposes disturbances to the 100-foot adjacent area of NYS-regulated freshwater wetland WP-7, Class 1 for the development of passive-use park with parking, stormwater controls, trails, and an interpretive berm and platform. Disturbances within the adjacent area include:

• 16,000 square feet for the new parking access at Kemble Avenue and associated stormwater and interpretive features
• 3,900 square feet for the 'Parrott Gun" interpretive berm and platform
• 1,800 linear feet conversion of existing dirt paths into an ADA-compliant trail

No disturbance is proposed to the wetland or to the EPA Superfund site remediation soil cap (EPA ID: NYD010959757).
