Putnam County - The Cold Spring Village Board of Trustees, as lead agency, has determined that the proposed Adoption of the Village's Comprehensive Plan will not have a significant adverse environmental impact. The action involves the adoption of a Comprehensive Plan for the Village of Cold Spring. The Plan is the result of more than five (5) years of work by a Special Board and the Village Board. The prior Plan was adopted in 1987. The planning process included a resident survey, formal public hearings, professionally facilitated meetings, and numerous public forums and other participation efforts. The Plan addresses Village Character, the Riverfront, Natural Environment and Energy, Economic Vitality, Community Facilities and Services, Property Taxes, and Areas with Potential. The project is located throughout the Village of Cold Spring, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Orange County - The Town of Goshen Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Hartley Road Electrical Distribution Substation for Orange and Rockland Utilities, Inc. A public hearing on the Draft EIS will be held on January 19, 2012 at 7:30 p.m. at the Town of Goshen Town Hall, 41 Webster Avenue, Goshen, NY. Written comments on the Draft EIS will be accepted until January 30, 2012. The Draft EIS is available from the contact listed below and on line at: www.townofgoshen.org.
The action involves a proposal by the applicant, Orange & Rockland Utilities, Inc. to build an electric distribution substation on property which consists of approximately 48.7 acres and is located in the Rural (RU) and Highway Commercial (HC) districts, and within the Scenic Road Corridor (SR) Overlay District. The application requires a special use permit from the Town Board and site plan approval from the Planning Board. The project is located at 157 Cheechunk Road, between Hartley Road and Cheechunk Road in the Town of Goshen, New York.

Orange County - The Wawayanda Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Brookfield Resource Management. A public hearing on the Draft EIS will be held on January 11, 2012 at 7:30 p.m. at the Town of Wawayanda Town Hall, 80 Ridgebury Hill Road, Slate Hill, NY 10973. Written comments are requested and will be accepted by the contact person listed below until 10 days after the close of the public hearing. Copies of the Draft EIS are available for review from the contact person listed below and on line at: www.alpineec.com.
The action involves the construction of a vertically integrated recycling facility including the collection, reduction, separation, processing, and shipment of metals, plastics, glass, minerals, fiber, cardboard, paper and other recyclables. The facilities proposed on site will include an office building, truck and equipment repair facilities, a recyclable pre-processing building, non-ferrous metal and recyclables receiving facilities, recyclable processing and packaging equipment and a structure devoted to separating non-ferrous metals and unrecyclable materials. Non recyclable materials which cannot be processed in cost efficient manner utilizing existing technology will be disposed of at sanitary landfill. The project is located on 48.2 acres on the north side of Dolsontown Road in the Town of Wawayanda, New York. The site is located in the Town's MC-1 zone. Access to the site is via Dolsontown Road.
