Notice of Acceptance of Draft EIS and Public Hearing
Washington County - The Easton Town Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed MacMillan Major Resubdivision Preliminary Plat # 1-11. A public hearing on the Draft EIS will be held on January 12, 2012 at 8:00 p.m. at the Burton Hall, 1071 State Route 40, Easton, NY. Comments on the Draft EIS will be received postmarked through February 7, 2012. The Draft EIS is available for review at the Easton Town Clerk's office, 1071 State Route 40, Easton, NY; the Easton Library, 1074 State Route 40, Easton, NY.
The action involves the resubdivision of Area # 1 of a previously approved plat for the purpose of adding a second senior housing apartment building of 4 units on Lot 2. The resulting number of units will be 8. The adjoining Lot 3 has recently been approved for a second apartment building of 4 units with the resulting number of units also being 8 units; and a cumulative total of 16 units across both lots. The existing well is to serve both apartment buildings on Lot 2. Individual septic systems for each apartment building are planned. The original plat has been developed to include a commercial facility and multiple single family residence lots. The Draft EIS evaluates cumulative impacts of the addition of apartment units for hydrological questions regarding long term sustainability, capacity, on site retention of run-off from and to the property; aquifer impact analysis for the established lots within the larger original plat; and impacts on Town of Easton Critical Environmental Area # 2 along the Battenkill. The State Historic Preservation Office response for the archeology of the area recommends a Phase I archeological survey.
The original plat adjoins Town of Easton Critical Environmental Area (CEA)-2 which runs along the Battenkill extending south to Bulson Road. The original plat extended from Hegeman Bridge Road, west along both sides of Bulson Road to NYS Route 40, and includes property of the local BPOE - Greenwich, Lodge 2223, in the Town of Easton, New York.
