Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0160547), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Dansville Travel Center offers Truckstop Services that include fueling of trucks and automobiles, and truck maintenance and repair. Stormwater runoff is drained into two lagoons: (a) Lagoon 1, a lined collection basin, from which outflow is through an underground line, into (b) Lagoon 2, an unlined basin recharging to groundwater. Outfall 001 is located between Lagoon 1 and Lagoon 2. Treatment of stormwater runoff includes the use of absorbent booms, upstream of Outfall 001, to capture floating oily products and fuels.

The following changes to the permit are proposed: -Class GA groundwater discharge limitations: Methyl tert-butyl ether (MTBE), and BTEX compounds have been changed.

Project Description:

The Department has received an application to renew the Title V Facility Permit issued April 30, 2007 and modified August 7, 2008 for the Carestream Health Inc - Health Imaging Facility, former Eastman Kodak health imaging operations in Eastman Business Park. The Carestream Health Imaging Facility is subject to 6 NYCRR Part 201-6 (Title V) regulations due to emissions of volatile organic compounds (VOC) greater than 50 tons per year. The Department has generated a Draft Title V Facility Permit in response to the application, and has made a tentative determination to issue the Draft as the Renewed Permit.

Changes in the Draft Permit from the current Permit as modified August 7, 2008 mostly reflect revised regulations, and regulations newly applicable to facility operations, rather than significant changes in the operations themselves. They include:

Revised building nomenclature: Building 214 is now identified as Bldg 1049 and the associated Emission Point (EP) 21401 is now EP 10491.

Updates to conditions for 6 NYCRR Part 228-1 surface coating operations;

New conditions to address 40 CFR 63 Subpart T revisions which specify a facility-wide limit on solvent emissions from metal part cleaning units;

Revisions to the list of contaminants subject to 6 NYCRR Part 212.4 control requirements based on revised coating formulations; and

New Part 212.4(a) operating conditions for a scrubber controlling hydrogen chloride (HCl) emissions from the coating machine 99 Regenerative Thermal Oxidizer (RTO) control device. Since the coating machine is subject to 40 CFR 63 Subpart JJJJ Paper and Other Web Coating MACT (Maximum Achievable Control Technology) requirements, testing and monitoring for control efficiency of Hazardous Air Pollutant (HAP) emissions from the RTO is required. Since the MACT rule does not include requirements for the scrubber controlling HCl emissions from the RTO, Carestream agreed to conditions for pH and flow rate of the scrubber solution for HCl removal.

Also added is a statement that no emission sources subject to 40 CFR 64 Compliance Assurance Monitoring (CAM) requirements have been identified. Coating machine 99, equipped with the RTO, is exempt from CAM because it is subject to 40 CFR Subpart JJJJ. No other facility emission units equipped with a control device meet the 40 CFR 64.2(a)(3) applicability threshold of potential pre-control emissions at major source levels.

The Draft Permit continues unchanged, the Part 212.10(c)(4)(iii) VOC Reasonably Available Control Technology (RACT) limit for pressurized vessels, a scale, and solution delivery emissions vented through EP 01413, of 0.34 tons VOC per year. The Draft Permit also continues unchanged, Part 212.4(a) Best Available Control Technology (BACT) emission limits for three processes. Total emissions of acetone, methyl acetate, and dichloromethane, from phosphor suspension solution production vented through EP 01413, remain limited to 0.25 tons per year, with dichloromethane limited to 145 pounds per year. Total emissions of acetone and dichloromethane from solvent cleaning tanks venting through EP 01425 remain limited to 2.64 tons per year. And dichloromethane emissions from solution preparation vessels venting through EP 01427 remain limited to 150 pounds per year.

In response to the application, the Department has generated a Draft Modified Title V Facility Permit for review. In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

Keeler Construction Company Inc proposes a 2.2 acre expansion of its 315.7 acre quarry in the Town of Barre, Orleans County. The 315.7 acre mine will continue to operate as a dolomite quarry.

The 2.2 acre expansion area is proposed to be added to the life of mine area for processing and material storage. No mining or excavation of the expansion area is proposed. Part of the proposed expansion area was previously cleared and was used for agricultural lime storage, but was not included in the approved life of mine area.
