Negative Declaration

Clinton County - The Village of Rouses Point, as lead agency, has determined that the proposed Repeal and Replacement of Chapter 120 Zoning Law of the Code of the Village of Rouses Point will not have a significant adverse environmental impact. The action involves the repeal and replacement of Chapter 120: Zoning Law. The new Chapter 120 is not a complete revision of the language of this Chapter but rather amends sections to address minor inconsistencies and to modernize terminology throughout the Chapter and revises some of the zoning requirements in certain zoning districts as they relate to the commercial downtown and waterfront areas. There is no amendment to the Zoning Map. The amendments impacting zoning in the downtown are necessary to implement the revitalization goals and objectives of the Village of Rouses Point Downtown and Waterfront Revitalization Strategy of 2006 and subsequent Implementation Plan. The amendments include adding design standards for new construction and major renovations to protect community character in the downtown and engage the Lake Champlain waterfront; and amendments designed to stimulate economic activity and investment in the existing buildings and vacant lots within the Village downtown. This action also includes an amendment to Chapter 90, the Property Maintenance Law, adding a section that will enable the Village of Rouses Point to address exterior building maintenance issues. The project is located throughout the Village of Rouses Point, New York.

Warren County - The Town of Queensbury Town Board, as lead agency, has determined that the proposed Revisions to the Town of Queensbury Zoning Map will not have a significant adverse environmental impact. The action involves a Revision to amend the Town Zoning Ordinance and Map to rezone properties bearing Tax Map No.'s: 303.20-2-32,37-42 and 304.17-1-1 and 19 along with portions of 303.20-2-12 and 303.20-2-50 (11 parcels) from Neighborhood Residential (NR) to Commercial Intensive (CI). The portion of 303.20-2-12 to be changed is located northerly of River Street and southerly of parcel 304.17-1-1 and the portions of 303.20-2-50 to be changed are located easterly of Quaker Road and northerly of River Street. Parcels 303.19-1-48. 50 and 51 (3 parcels) are to be changed from Commercial Light Industrial (CLI) to Heavy Industrial (HI). The project is located in the Town of Queensbury, New York.
