Project Description:

The Excelsior Packaging Group (Excelsior) operates a printing operation in Yonkers, NY. The facility currently operates three flexographic presses with ancillary operations consisting of polymer film bag machines, slitters, ink mixing, and natural gas-fire heaters to supply building heat. The print room and printing presses are ducted to one of two oxidizers for VOC destruction. The Anguil Regenerative Thermal Oxidizer will be the primary control for VOC destruction. The Dec-E-Tech Catalytic Oxidizer will serve as emergency backup to only two of the three presses. When the Dec-E-Tech is in use as the primary control device, only two presses will operate. One press will not operate so as not to exceed the capacity of the Dec-E-Tech. For both oxidizers, the VOC capture and control equipment provides for an overall removal efficiency exceeding 90 percent. The 90 percent or greater removal efficiency exceeds the 6 NYCRR part 234 RACT standard for flexographic printing. Operation of the two natural gas-fired oxidizers may be eligible for the Part 234 seasonal variance allowing for shutdown during the non-ozone season.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the Draft Permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and comments received on it to determine whether to hold a public hearing. Project Description:

The applicant has applied for a Part 360 permit to construct and operate a new Household Materials Recovery Facility (HMRF) to collect, consolidate, store and ship household hazardous wastes generated by residents and conditionally exempt small quantity generators (CESQGs) within municipalities included in the Westchester County Refuse District No. 1. The HMRF project will disturb 2.73 acres of the 3.3 acre site to construct the facility, including offices, 2400 ft2 main operations building and warehouse, roadway and various storage areas. All processing will be conducted indoors within the fenced and gated facility. Upon initial start-up, the HMRF is expected to process up to 145 tons per month; the amount of materials processed over time is expected to stabilize at 40-50 tons per month. The project is located on the Grasslands Campus, west of the Spain Brook Parkway and north of NYS Route 100C in the Town of Mount Pleasant, Westchester County.

SEQR Lead Agency: Westchester County

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
