Project Description:

The applicant proposes to build a new single-family 3- to 4-bedroom home, including approximately 8-foot by 65-foot front porch, a 12-foot by 21-foot elevated deck, 20-foot by 50-foot driveway, utility connections, requiring excavation for footers and a concrete pad and placement of stone fill for the driveway. The a portion of the home, driveway, lawn, and front porch, as well as all of the deck will be placed within the 100-foot adjacent area of State Freshwater Wetland HO-4 (Class 1). New development will be restricted to an area that is previously disturbed/currently maintained as mowed lawn. As part of the project, rows of shrubs and trees will be planted as a barrier to incidental wetland encroachment. Items that had been stored in wetland area have been removed (trailers, lumber, etc.), and no future storage of items nor additional encroachment will occur within the wetland or 100-foot adjacent area.

The Department has made a tentative determination to approve a one year term Research Development and Demonstration (RD&D) permit to Organix Green Industries to undertake a municipal wastewater treatment sludge research and demonstration project, in partnership with the City of Auburn and Larsen Engineers, at the vermicomposting facility located at 2257 County Road 4 in Seneca Castle, using geotextile lined trenches to mix organic materials, worms, and other materials, in order to convert biosolids (maximum of 40-70 tons) to soil conditioner/compost. As a tentative determination, the Department seeks input prior to making a final decision. The file is available for review and comment at NYSDEC Region 8 in Avon, NY.

Project Description:

Applicant proposes to develop approximately 18 acres of a 70-acre parcel of land. Project includes 184 multiple-family housing units, a clubhouse, swimming pool, all occurring outside of the regulated area. The relocation of a driveway which requires removal and replacement of 2 culverts, and construction of stormwater facilities will occur within the regulated 100-foot adjacent area of State Freshwater Wetland VT-2, a Class 2 wetland. The 100-foot adjacent area is currently mowed lawn and a gravel parking lot. The construction of the stormwater facilities requires excavation of approximately 1,200 cubic yards of material and a total area of ground disturbance of approximately 72,390 square feet, which also includes the removing and restoration of approximately 19,710 square feet of pavement.
