Project Description:
Applicant proposes to construct a new sewer interceptor through Powell's Cove Park, to help allow two times dry weather flow to the treatment plant as required by the 2005 CSO Consent Order (CO2-20000107-8). Approximately 1100 linear feet of the interceptor will be located in tidal wetland adjacent area and construction activities along 300 linear feet will encroach tidal wetlands. After construction, all disturbed areas will be restored. At the request of NYCDPR, two unusable and damaged piers will be demolished and removed. Additionally, the applicant proposes to operate a temporary dewatering system to facilitate the construction with a maximum withdrawal of 4,320,000 gallons per day. Pumped groundwater is to be directed to Powell's Cove via NYCDEP Outfalls TI-665, TI-649 and TI-847.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department has made a tentative determination to approve this application for a modification to an existing permit at the applicant's project site located at 46-08 5th Street in Long Island City, Queens where the applicant will temporarily dewater to facilitate construction of a new school. Compared to the existing permit that this modification will replace, the following significant changes are proposed - discharge location will be changed from Anable Basin to the East River. All other limits and conditions will remain the same.
