Negative Declaration

Otsego County - The Town of Richfield Planning Board, as lead agency, has determined that the proposed Monticello Hills Wind Project will not have a significant adverse environmental impact. The action involves a proposal by Ridgeline Energy, LLC to construct a wind farm sited on approximately 1,190 acres of active and reverting agricultural land. The proposed project facilities will include six (6) Vestas V112 (or similar) wind turbines with a rated power output of 3,075 megawates (MW) each, for a total generating capacity of 18.45 MW. The V112 turbine consists of a 308 foot tall tubular steel tower; a 367 foot diameter rotor consisting of three (3) 179 foot long composite blades; a hub measuring 12.8 feet in height and 10.5 feet in diameter and a nacelle, measuring 12.8 feet tall by 46 feet long, which houses the generator, gearbox and power train. With a roter blade oriented vertically, each V112 turbine has a maximum height of 492 feet. Approximately 2.9 acres of temporary disturbance is anticipated at each proposed wind turbine site (total 17.4 acres), which will include vegetation clearing and soil disturbance of up to a 200 foot radius around each of the turbine sites for turbine construction and rotor assembly. Additional components include approximately 1.9 miles of gravel access roads, approximately 3.5 miles of buried electrical collection lines, one permanent meteorological tower (308 foot tall free-standing attice structure), a collection substation and a point of interconnection switchyard to allow connection to the power grid. During construction the project will also require a temporary construction laydown area, up to four acres in size.

The project is located at US Route 20 at the Skinner Road/Cole Hill Road intersection in the Town of Richfield, New York.
