The Department has made a tentative determination to issue a new SPDES permit for discharge of treated wastewater from a new on-site sanitary system with Multi-flow Aeration System, pump station and sand bed, which will treat approximately 390 gallons per day of sanitary waste from a renovated commercial (former residential) 3000 sf building at 2152 Ridgeway Avenue, with discharge to a tributary of Round Pond Creek. The new system will replace a failed system. The file, including draft permit, is available for review and comment at the NYSDEC Region 8 office.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) and Renewal to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0020320), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). The Town of Addison Wastewater Treatment Plant discharges 0.42 million gallons per day of treated municipal effluent to the Canisteo River. The following changes to the permit are proposed to be added: 1) Mercury Minimization Program, 2) Chesapeake Bay Action limits for Total Nitrogen and Phosphorus, and 3) a compliance schedule to optimize treatment and for plant evaluation to meet possible future Chesapeake Bay limits. As a tentative decision, the Department seeks comments prior to making a final decision. The application file is available for review and comment at NYSDEC Region 8 in Avon, NY.

Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the above-referenced State Pollutant Discharge Elimination System (SPDES) permit (NY 0110531), pursuant to 750-1.18 and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). The Village's wastewater treatment facility has a surface discharge of 0.2 million gallons per day of treated sanitary effluent into the Chemung River, a Class C waterbody.
