Project Description:

Applicant proposes, in order to comply with an EPA Treatment Rule, to upgrade their current uncovered terminal reservoir by replacing it with two 15 MG closed water tanks. The operation also includes the rerouting of power and underground piping to the new tanks, construction of an access road and stormwater managmenet facilities, and modifications to the Farrell pump station to improve overall system reliablity and reduce energy consumption. Construction impacts include disturbance to 0.4 acres of federally protected wetland, for which a Water Quality Certification is required.

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to upgrade an existing access road impacting 0.11 acres of federal wetland habitat for purposes of maintaining recreational access and locating a seasonal camper on the property. Five new culverts within the roadway to handle drainage and a new buried water line within the roadbase to serve the seasonal camper are included. A septic system currently exists to serve the camper. No disturbance within the regulated coastal erosion hazard area is proposed. The US Army Corps of Engineers has issued a provisional permit #2009-00628 NWP29. The action is considered Type II under SEQR per 617.5(c)(2), (10) & (11). Project plans are available for review.
