Project Description:

The applicant proposes to construct an anadromous fish passage on the Bronx River at the 182nd Street Dam to provide access to upstream freshwater spawning habitat for alewife to establish a sustainable river herring population in the Bronx River. The proposed fish passage will be constructed on the west side of the dam and will pass through the non-overflow section of the dam. In addition to the installation of the fish passage the canoe portage over the dam will be improved by placing a steel grate walkway over the fish ladder, allowing canoers to carry canoes down the walkway. Dam abutments on both sides of the dam will be rehabilitated to address unwanted seepage and repair erosion at the base of the retaining wall and abutment on the east side.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Permit modification for the facility to perform engine control improvements of the three 3,174 hp dual fuel internal combustion engines. These improvements are designed to increase the beneficial use of the plant's digester gas, reduce flaring of digester gas, reduce the plant's dependence on diesel oil, reduce the plants's NOx emissions and greenhouse gas emissions footprint, and allow the plant to generate more of its power requirements on-site while remaining below the facility's permitted emissions thresholds. The process will accommodate an increased use of renewable energy of digester gas plus natural gas at the plant resulting in an increase of annual potential emissions of NOx, VOC and PM 2.5. The facility proposes to accept yearly emission caps for these cotaminants for the three engines to avoid New Source Review permit requirements.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Permit Renewal 1 for a facility that operates five boilers and one absorption chiller on campus. The boilers are located in the Power House that generates steam for the buildings in the campus area. The sources include one #1 boiler rated at 36.6 MMBTU/HR and burns residual fuel oil (#4 or #6); boilers 2, 3 , 5 and 6 are rated at 29.4 MMBTU/HR each and burn residual fuel oil (#4 or #6) or natural gas. All boilers vent to a single stack adjacent to the Power House.
