Project Description:

The applicant proposes to upgrade the capacity of an existing well at the Bridgehampton Road well field from 700 to 1,000 gpm. The immediate area continues to experience substantial permanent and seasonal population growth and the associated increase in water demand. In addition, the larger general area of Southampton and East Hampton experienced low water pressure problems during the summer of 2010. The purpose of the proposed project is to help meet current and future water demand in the area. The proposed project is located on the north side of Montauk Highway and the east side of Cove Hollow Road in Jericho in the Town of East Hampton, Suffolk County, SCTM# 300-194-02-31-33. WSA# 7214.

Project Description:

The Department has drafted a renewed permit pursuant to Article 19 (Air Pollution Control) of the New York State Department of Environmental Conservation Law (ECL) and Title V of Federal Clean Air Amendments, and made a tentative determination to approve this permit for the applicant's existing printing facility. The sources subject to the Title V requirements consist of two UTECO flexographic printing presses with gas fired driers that exhaust solvent fumes to the oxidizer for solvent destruction at about 95% capture and destruction efficiency. The draft permit and application are available for public review at the Region One office.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the US Environmental Protection Agency (USEPA) has the authority to bar issuance of a Title V facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. The Department has prepared a draft permit and has made a tentative determination to issue a renewal hazardous waste management permit in accordance with 6 NYCRR Part 373 to the NWIRP- Calverton (EPA I.D. No.: NYD003995198) for the proposed corrective measures for the Southern Area Groundwater Plume which extends from Site 6A and off site to the Peconic River, pursuant to the corrective action requirements contained in Module II. The facility is located in Grumman Boulevard, Calverton, in the Town of Riverhead.

The fact sheet, statement of basis and draft permit are available for public review at the contact person listed below.
