Project Description:

Applicant proposes to install a third blower in the existing building and to install an additional 2985 feet of air header piping and diffusers along the bottom channel portion of the Lower English Kills to further facilitate the aeration of the English Kills as part of the Citywide CSO abatement program. This project is required pursuant to the 2005 CSO Consent Order (CO2-20000107-8).

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has reviewed an application dated January 14, 2011, for Emission Reduction Credits (ERCs) for the closing of the Interstate Brands Corporation facility on Douglas Avenue in Queens, New York. Based on this review, and with certain adjustments, the Department is prepared to approve nitrogen oxides (NOx) and volatile organic compounds (VOCs) ERCs as follows: NOx 2.16 tons; and VOCs 22.78 tons. The values above are slightly less than requested. The baseline used in the application extended 20 days beyond the five-year contemporaneous period allowed in 6 NYCRR Part 231. To remedy this, 20 days of the 2006 average VOC and NOx emissions was subtracted and 20 days of the 2008 average VOC and NOx emissions were added to each emission source in the application. This resulted in a total of 0.3 tons of VOC and 0.04 tons of NOx emissions being subtracted from the applicant's total requested ERCs. The application and supporting documentation are available for review at the Department's Region 2 office.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
