Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0001562), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA).

The US Gypsum Company-Oakfield Plant is a paper mill facility engaged in the manufacture of paperboard, from recycled corrugated and non corrugated, medium furnish waste paper types. Discharge of process and treatment effluent flows mine dewatering flow and stormwater is through various outfalls to a sub-tributary to Oak Orchard Creek, which is a Class C water.

The following changes for monitoring at outfalls to the permit are proposed: Outfall 001: Limits added for BOD5 limit, seasonal Ammonia (as N) , and Total Phosphorous. Outfall 009: No changes to stormwater monitoring requirements. Outfall 010: Ammonia (as N, TKN, and Iron (recoverable) limits have been added. Outfalls 011, 012: Benezene and Ethylbenzene monitoring limits have been added. Outfall 013: Monitoring/limits added for Ammonia (as N) TKN, Benezene and Ethylbenzene.

This is a pre-existing Private/Commercial/Institutional SPDES permit. NYSDEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations. Monitoring and reporting requirements have been updated. Discharge Notification Requirements have been added. This permit involves the surface discharge of up to 2,000 gallons per day of treated sanitary waste to the Seneca River, a class A water.
