Description:

New York State Department of Environmental Conservation (NYS DEC) has made a tentative decision to approve an application for emission reduction credits (ERCs) for past emission reductions at the Wyeth Pharmaceuticals facility in Pearl River. The ERCs result from the shutdown of various units and surrender of corresponding Certificates to Operate for related emission points. Since the emission points were not included in the current Title V permit, no permit modification is required.

The applicant has requested 1.39 tons of oxides of nitrogen (NOx) and 2.06 tons of volatile organic compounds (VOCs). NYS DEC retains 25% of the ERCs, therefore Wyeth Pharmaceuticals will receive 1.04 tons of NOx reduction and 1.55 tons of VOC reduction.

Negative Declaration

Sullivan County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed McIntosh Sand and Gravel Mine will not have a significant adverse environmental impact. The action involves a proposal by the applicant to re-mine two and one-half acres which were previously mined within the existing permitted life of mine of 18 acres and to add additional processing equipment - a larger crusher, screener, and a washing plant. The site is within an Agricultural District certified pursuant to the Agriculture and Markets Law, Article 25-AA, Section 303 and 304 and the acreage exceeds 25% of the Type I threshold of physical alteration of 10 acres, therefore it is a Type I action. The project is located on McIntosh Road at the intersection with Burnt Ridge Road in the Town of Fallsburgh, New York.
