Project Description:
The project involves development of an 18 acre Life of Mine area sand and gravel mine. The property, owned by Robert Lamberton, is located approxmiately 3,000 feet southeast of Big Hill Road and Davison road intersection. Sand and gravel will be mined to a depth ranging from 25 to 65 feet below existing grade, and operations will involve onsite screening of material. Reclamation will occur as areas are mined. Upon completion of mining, the excavated area will be reclaimed, with side slopes graded to a 1 vertical to 2 horizontal slope or flatter, and vegetation will be established on the entire site.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department (DEC) has prepared a draft permit and has made a tentative determination to approve the application that renews the existing Air Title V Facility permit for the International Paper Ticonderoga pulp and paper mill. The facility is a major source of emissions of sulfur dioxide, nitrogen oxides, particulates, volatile organic compounds (VOCs), hazardous air pollutants (HAPs), carbon monoxide and greenhouse gases. The renewal is not significantly changed from the current permit which was modified June 23, 2008 and expires January 9, 2012. The renewal does not increase any allowable emissions or impose any new regulations. It does, require the submission of an updated Reasonably Available Control Technology (RACT) analysis which may impose additional emission controls. If additional controls are required, they will be addressed in a future permit modification.
In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing.
