Project Description:

The Department has made a tentative determination to approve an application for an existing facility (Columbia University Facilities residential operations) that operates two identical 14.7 mmBtu/hr Federal boilers and one 13.4 mmBtu/hr Rockmills boiler at 560 Riverside Drive location; one 12.6 mmBtu/hr boiler at 448 Riverside Drive; and one 11.9 mmBtu/hr boiler at 25 Claremont Ave. The boilers fire no. 6 oil only. Included are a few exempt sources in these residential building locations. The facility NOx emissions are capped at 24.9 tons per year. The facility is subject to the provisions of State Facility requirement specified under 6NYCRR 201-7.2. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Permit Renewal 1 for the facility that generates electrical power and steam for an apartment complex and mixed retail space. This renewal also reflects modification of two internal combustion engines from oil-fired burners to natural gas-fired burners; emissions will not increase and therefore is not subject to 6 NYCRR Part 231-2. The power plant contains six internal combustion engines and three small boilers. The facility's NOx emissions exceed the major source pollutant threshold listed in 6 NYCRR Subpart 201-6; stack testing is required once during the permit term.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit and Permit Review Report may be viewed and printed from the Department web site at: http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
