Negative Declaration
Madison County - The Town Board of the Town of Eaton, as lead agency, has determined that the proposed Local Law No.1 of the Year 2011 will not have a significant adverse environmental impact. The action involves the adoption of legislation denominated Local Law No.1 of the Year 2011 of the Town of Eaton entitled "A local law to amend the Town of Eaton Code to add new Articles V-A, V-B and V-C to Chapter 120, Land Use, to enact regulations for telecommunications and wind energy facilities". Amendment of existing zoning code governing the portion of the Town of Eaton outside the Village of Morrisville to enact new regulations governing the erection and use of communications towers and wind energy generation facilities. The project is located in the portion of the Town of Eaton outside the Village of Morrisville, New York.

Onondaga County - The Village of Solvay Board of Trustees, as lead agency, has determined that the proposed Mathews Avenue Phosphorus Removal and Stormwater Filtration System will not have a significant adverse environmental impact. The action involves the retrofit of the drainage ditches along Mathews Avenue with biofiltration systems to remove phosphorus and filter storm water. The biofilters will be at street level elevation with planted vegetation and swales. Garbage and debris currently accumulate in the ditches, over time causing insect and vector problems. The ditches are also a hazard to motorists because of their depth. The project is located along Mathews Avenue in the Village of Solvay, New York.
