Dutchess County - The Town of Pleasant Valley Town Board, as lead agency, has determined that the proposed Townof Pleasant Valley Zoning Amendment will not have a significant adverse environmental impact. The action involves the amendment of sections of the Town of Pleasant Valley 2009 zoning code to clarify specific language and address inconsistencies in found since the 2009 adoption. The amendments are mostly related to non-conformities, multi-family housing, fees and site plan modifications. The project is located throughout the Town of Pleasant Valley, New York.

Orange County - The Town Board of the Town of Warwick, as lead agency, has determined that the proposed Town of Warwick/New Cingular (AT&T) Wireless Telecommunications Facility will not have a significant adverse environmental impact. The action involves the development of a new wireless telecommunications facility on a Town-owned parcel currently used for public water supply purposes. The proposal includes the construction of a new stealth monopine pole of 165 feet and an associated equipment shelter within a fenced compound at the tower's base. The Town intends to provide for emergency services telecommunications on the tower while AT&T has proposed the tower to fill an existing 2.67 mile wireless service gap from Black Rock Road to just beyond the New Jersey State border. The project is located at 144 State Highway 94 South in the Town of Warwick, New York.

Wstchester County - The Town of New Castle Town Board, as lead agency, has determined that the proposed Armonk Square will not have a significant adverse environmental impact. The action involves the aaplicaiton for the construction of a new mixed-use development consisting of three new buidligns, parking areas and site amenitites in downtown Armonk. Located within the CB-A and CB zoning districts, the site is approximatley 3.43 acres in size and is proposed to include a 10,234 square feet of residential space (10 units), 4,301 square feet of retail space, 2,950 square feet of office space, a 3,814 square foot bank, 1,425 square feet of restaurant space, a 600 square foot building for New York State Department of Environmenatal Conservation (NYS DEC), 3,601 square feeet of circulation space, and a 24,250 square foot grocery store (total 51,156 square feet) together with 175 parking spaces. In addition, the applicant is seeking a zone text amendment to create off-street parking standards appropriate for a parking district, a zoning map amendment to change the former "Beascakes" site from the CB zoning district to the CB-A zoning district and a Town Board special Use permi to allow a retail use (supermarket) over 5,000 square feet in the CB-A zoning district. The project is located on Main Street, Bedford Road and Maple Avenue in the Armonk, Town of New Castle, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Sullivan County - The Town of Fallsburg Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Raleigh and Heiden Properties. A combined public hearing on the accepted Draft EIS and subdivision will be held on Thursday, November 10, 2011, at 7:00 p.m. at the 12 Laurel Avenue (the Senior Center), South Fallsburg, New York. Comments on the Draft EIS are requested and will be accepted by the contact person until November 21, 2011. The action involves the a residential subdivision on a 196.6 acre property. The proposal is for site plan, subdivision and cluster authorization and consists of development of an additional 236 single family and duplex units. Westchester County - The Town of Mount Pleasant Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Indriolo Subdivision. A joint public hearing on the Draft EIS and on the subdivision plan will be held on Thursday November 3, 2011 at 8:00 p.m. at the Town of Mount Pleasant Town Hall, One Town Hall Plaza, Valhalla, NY 10595. Comments on the Draft EIS are requested and will be accepted by the contact person listed below until not less than 10 days after the close of the public hearing. The action involves a proposal by the applicant, Arlene Indriolo to subdivide a 19.82 acre parcel of land located in the R-40 - One Family Residence Zoning District to create 11 new lots. Nine (9) lots are proposed to support new single-family residences, one proposed lot will support an existing single-family residence and one lot is proposed to be dedicated for the purposes of stormwater management. Access is proposed off Fawn Brook Court, and the new lots would be served by municipal sewer and water services. The project is located north of Bear Ridge Road and south of Fawn Brook Court, in the Town of Mount Pleasant, New York.

Notice of Acceptance of Final EIS
Westchester County - The City of Yonkers Planning Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Teutonia/ Buena Vista Planned Urban Redevelopment (PUR) Development. Copies of the Final EIS for review are available at the City of Yonkers Planning Bureau Offices, 87 Nepperhan Avenue, Suite 320, Yonkers, New York 10701; the Grinton I. Will Public Library, 1500 Central Park Avenue, Yonkers, NY 10708; and the Yonkers Riverfront Library, 1 Larkin Center, Yonkers, NY 10701. The action involves a mixed use development of 412 new dwelling units, mechanical parking garage and rooftop hydroponic garden adjoining the existing 40 unit trolley barn development. The Trolley Barn building, previously converted to loft residential-live-work units, is a National Register of Historic Places site. The new 412 units are proposed to be contained in a 25 story residential building.
The other significant element of the development is the proposed dismantling of the Teutonia Hall façade, a building of local historic interest, and the placement of the façade elsewhere on the site.
Additionally the project includes the rehabilitation of three frame dwellings on the east side of Buena Vista Avenue into multi-family structures. These dwellings are proposed for historic preservation quality rehabilitation.
Other factors in the project include the brown field clean up of the site.
