The project, located on the east side of Lake Shore Road approximately 0.55 miles north of Dunn Road, involves construction of a keyway 4 feet wide by 2 feet deep using geotextile fabric and 535 cubic yards of large stone. The keyway will be constructed along 1,800 feet of shoreline at the toe of the road embankment for the purpose of preventing future erosion of the shoreline and damage to the county roadway. Voids in the existing rip rap along the road embankment will also be repaired.

Project Description:

The applicant proposes to dredge 1022 cubic yards of accumulated sediment from approximately 150' x 150' (24,300 sq ft) area to provide safe navigation depths at an existing marina, consisting of 35 boat slips and a boat launch. The method will be via long reach excavator operating from a wooden platform. The sediment will be dewatered onsite, then disposed of at an approved offsite location. The project is located at the facility's Point Area on Lake Pleasant at the south end of their property, approx 1500 ft south of Lake Pleasant outlet, in Speculator.

Project Description:

The Department (DEC) has prepared a draft permit and has made a tentative determination to approve the application that renews the existing Air Title V Facility permit for the Finch Paper pulp and paper mill. The facility is a major source of emissions of sulfur dioxide, nitrogen oxides, particulates, volatile organic compounds (VOCs), hazardous air pollutants (HAPs), carbon monoxide and greenhouse gases. The renewal is basically unchanged from the current permit which was modified November 16, 2010 and expires November 19, 2011. The renewal does not increase any allowable emissions or impose any new regulations. It does, require the submission of an updated Reasonably Available Control Technology (RACT) analysis which may impose additional emission controls. If additional controls are required, they will be addressed in a future permit modification.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit and Permit Review Report may be viewed and printed from the Department web site at: http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
