Tompkins County - The City of Ithaca, as lead agency, has determined that the proposed Fairfield Inn Hotel will not have a significant adverse environmental impact. The action involves a proposal by the applicant for a four story, 106 room hotel with 108 parking spaces, 5 of which are handicap accessible. Project development will include the removal of the existing 2,400 square foot building, construction of the new 14,500 square foot (59,500 gross square foot) hotel and 125 car parking area, landscaping, and drainage improvements. The applicant proposes to install a pedestrian walkway from Spencer Street to Elmira Road and vegetative screening along Spencer Street, as well as fencing along the neighboring residential property. The project is in the SW-2 and R-2a Zoning Districts and will require consolidation and/or subdivision approval to create the proposed 1.78 acre project site. The consolidation will result in a through-street lot extending from Elmira Road to Spencer Road. The project has received the requested use and area variances and requires a Stormwater Pollution Prevention Plan. The project is located at 359 Elmira Road in the City of Ithaca, New York.

Conditioned Negative Declaration
Onondaga County - The Town of Onondaga Planning Board, as lead agency, has determined that the proposed Nice N Easy will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice until November 18, 2011.
The action involves the demolition of an existing highway vehicle service station and recycling center, and the construction of a new 4,360 square foot Nice N Easy Convenience Store with a four (4) pump gasoline service station. The project is located at New York State Route 175 and Cedarvale Road in the Town of Onondaga, New York.
The conditions are:
(1) the implementation of stormwater treatment and bio-retention facilities;
(2) the installation of curb cuts to channel and improve traffic access; and
(3) to bring the site into compliance with current regulations for underground storage tanks and those regulations applicable to a gasoline facility.
