Negative Declaration
Oneida County - The City of Utica Common Council, as lead agency, has determined that the proposed Sustainable Neighborhood-Based Master Plan will not have a significant adverse environmental impact. The action involves the development by the City of Utica of a sustainable neighborhood-based master plan that utilized a neighborhood-based process to establish the vision and guide for Utica's future. The Master Plan sets-forth a strategic direction for the community and provides a blueprint for the next 10 - 15 year development period for the City. The plan comprehensively addresses housing and neighborhood development; downtown development; parks, recreation, arts/culture and historic preservation; business and technology development; infrastructure and water front development; and other related municipal issues. The project is located throughout the City of Utica, New York.
