Project Description:

Baskin Livestock has submitted an Air State Facility application for its animal feed production facility, to authorize the addition of a second grain dryer able to burn multiple fuels.

Current facility operations with a single propane fired dryer are authorized by an Air Facility Registration for potential emission levels less than half of Title V thresholds. The new dryer will be able to burn a mixture of clean untreated waste wood and packaging, as well as natural gas, propane, and #2 fuel oil.

As part of this application, Baskin Livestock seeks to restrict emissions of oxides of nitrogen (NOx), carbon monoxide (CO), and particulate matter smaller than 10 microns (PM-10) below the 100 ton per year applicability thresholds in 6 NYCRR Part 201‑6 (Title V) regulations by limiting equipment operation, fuel consumption, and process material throughput.

Additionally, Baskin seeks to avoid the applicability of 40 CFR 60 Subpart EEEE Standards of Performance for Solid Waste Incineration Units constructed after December 9, 2004, by limiting the fraction of waste packaging to be mixed with clean waste wood to a maximum of 30 percent of the mixture.

In response, the Department has generated a Draft Air State Facility Permit including conditions to restrict emissions to below Title V thresholds on a 12 month rolling total basis. To verify compliance, Baskin Livestock will be required to maintain records of equipment operation, fuel use, material throughput, and resultant emissions at the facility, to be maintained on site for a minimum of five years, and made available with all supporting data to Department inspectors upon request.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes the construction of four (4) industrial buildings totalling 70,000 square feet to be used for warehouse/distribution. As a result of the construction of the buildings, parking, roadways, and utilities the project will permanently impact 0.06 acres of NYS regulated freshwater wetland (CI-6) and impact approximately 1.53 acres of regualted wetland adjacent area with the majority of impacts limited to areas of prior disturbance. A stormwater pollution prevention plan has been prepared and approved by the Town of Chili. The U.S. Army Corps of Engineers has authorized the proposed project under a provisional Nationwide Permit No. 39 (#2011-00048).

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant is proposing to remodel, and add an approximately 1,100 square feet addition to an existing home located at #50 Avalon Trail. Additionally, an existing 15 feet wide gravel access path located on 50 Leedale Drive and #36 Avalon Trail will be improved to a 8 feet wide concrete cart path and a 5 feet wide stone lined drainage ditch. A permeable paver cart path will be constructed from the western end of the concrete cart path to provide golf cart/utility type vehicle (UTV) access to #50 Avalon trail. The proposed work is located within the regulated NYS freshwater wetland (RE-1) 300 feet adjacent area. The Department has previously authorized slope stabilization and revegetation work following a recent slope failure on #50 and #36 Avalon Trail under DEC permit #8-2642-00089/00007.
