Project Description:

Applicant proposes to widen the center walkway of the existing dock from 4 ft to 6 ft. Replace the current barrels used for flotation with engineered foam-filled plastic floats. Replace the initial walkway section with a secure ramp to allow for safe access when water level changes. Add a 142' long "T" extension to the lakeward end of the dock. Dock will be constructed using pressure treated wood and galvanized steel support on the inside and outside corners of each section. Each docking wing will be stabilized by 2 galvanized steel pipes 1 1/2" in diameter placed at each of the outer corners. The finished facility perimeter will be approximately 17,000 sf with docking space for 42 boats.

The dock is being reconstructed to meet the safety standards of the Town of Webb and to allow sufficient docking for the property owners of Beaver River.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Oct 27, 2011.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) permit NY-0084000, pursuant to 6 NYCRR Part 750-1.19, the Priority Ranking System known as New York State Environmental Benefit Permit Strategy (EPBS).

The facility has a Rotating Biological Contractors (RBC's) watewater treatment plant that is designed to treat 0.0288 million gallons per day (MGD) and the effluent discharge is to the St. Lawrence River,a Class A water.

The permittee name and addresses have been updated. The permit pages have been updated to reflect current DEC format and regulations. 6 NYCRR Part 750-1.2(a) and 750-2 Discharge Notification Act (DNA) requirements have been added. Monitoring pages with site map and flow diagram have been added.
