Project Description:

Solve Composites LLC is requesting a permit modification to incorporate changes to the operation of the existing paint booth on site. The facility, located at 29 Distribution Way in the City of Plattsburgh, manufactures flat fiberglass reinforced plastic panels for the transportation industry. In the original permit, the paint booth was considered exempt because the paint usage was limited to 300 gallons per year (and 25 gallons per month). The facility is requesting to remove the exemption for the paint booth in order to perform gelcoat texturizing in the booth. The texturizing operation will utilize similar gelcoat materials currently used on site and a hand held high volume low pressure (HVLP) spray gun to apply gelcoat to the surface of manufactured parts to create a textured surface on the part. This modification also caps the facility's potential to emit (PTE), for total hazardous air pollutants (HAPs), below major source thresholds. In the original ASF permit only specific individual HAPs were capped. By limiting these emissions below major source thresholds, the facility is capping out of Title V operating permit and National Emission Standards for Hazardous Air Pollutants (NESHAPs), Subparts WWWW (Reinforced Plastic Composites Production) and Subpart PPPP (Surface Coating of Plastic Parts and Products) applicability. In addition, 6 NYCRR Part 228-2 requirements for Commercial and Industrial Adhesive, Sealants and Primers, which were made effective after the issuance date of the original ASF permit, were added to the permit.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 14, 2011.
