Negative Declaration

St. Lawrence County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Hanson Aggregates New York LLC Ogdensburg Dolomite Quarry will not have a significant adverse environmental impact. The action involves a proposal by the applicant to add a fourth bench to their existing Ogdensburg quarry. The mine is a traditional stone quarry extracting the Ogdensburg dolostone by traditional stone quarry blasting techniques. This is an existing facility with the only change being a depth increase of 40 feet. This depth increase is anticipated to increase the longevity of the quarry an additional 40 - 50 years beyond the current expected life. The existing permit allows for the facility to mine below the local water table elevation. Reclamation for this facility calls for the quarry proper to be flooded and all non flooded areas will be covered with overburden and topsoil. These areas will then be seeded with an approved USDA NRCS seed mixture. The life-of-mine area remains unchanged at 120.0 acres. The project is located on the north side of Route 37 and at the end of Cedar Street in the City of Ogdensburg and Town of Oswegatchie, New York.

St. Lawrence County - The Town Board of the Town of Hammond, as lead agency, has determined that the proposed Adoption of Town of Hammond Local Law Number 2 of 2011, entitled: "A Local Law to Amend and Restate in its entirety Local Law No. 1 of 2009, Wind Energy Facilities" will not have a significant adverse environmental impact. The action involves the adoption of a local law to amend and restate in its entirety the Town of Hammond Wind Energy Facilities Law to increase the minimum standards contained in the original Wind Energy Facilities Law for the siting, approval, construction and operation of Wind Energy Facilities within the Town of Hammond. The revised Wind Law provides additional protections to the public within the review and permitting process for Wind Energy Facilities, and increases the minimum standards for the siting, approval, construction and operation of Wind Energy Facilities within the Town of Hammond. The project is located throughout the Town of Hammond, New York.

Positive Declaration and Public Scoping

Herkimer County - The Town of Russia Planning Board, as lead agency, has determined that the proposed Material Sand and Gravel, PB#-01-11 may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until October 17, 2011. The action involves the Special Use Permit application for a Blacktop Batch Plant. The project is located on Hinckley Road in the Town of Russia, New York.
