Public Notice

The New York State Department of Environmental Conservation (NYS DEC) has determined that site ID#336022, known as the Stewart Airport site, may be deleted from the New York State Registry of Inactive Hazardous Waste Disposal Sites. This site is located in the City of Newburgh, within the County of Orange, and is located at 1 Militia Way, Newburgh, Orange County, 12550. Comments regarding this action must be submitted no later than November 12, 2011. Positive Declaration and Public Scoping

Dutchess County - The Town of Dover Planning Board, as lead agency, has determined that the proposed Crystal House Expansion may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on November 21, 2011 at 7:00 p.m. at the Town of Dover Town Hall, 126 East Duncan Hill Road, Dover Plains, NY 12522. The action involves a proposal by the applicant to expand an existing adult home from 39 beds with 6 employees to 57 beds with 18 employees. The proposed addition is 2,368 square feet, which represents a 41% increase in the total square footage. In addition, to accommodate the necessary septic expansion, the applicant proposes to acquire the adjacent 22 acre parcel and merge it with the existing lot. The proposed project is an expansion of a pre-existing non-conforming use and requires a special use permit, site plan and subdivision approval. The project is located at 97 Mill Street in Dover Plains, New York.

Positive Declaration and Extension of Public Comment Period

Westchester County - The City of White Plains Common Council, as lead agency, has determined that the proposed French-American School of New York (FASNY) may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope have been extended and will now be accepted by the City of White Plains Clerk at the address listed below until November 4, 2011. The action involves the development of a pre-K through High School campus, consisting of several buildings with a maximum student capacity of 1,200 students. All traffic would enter and exit the site from Ridgeway. The application proposes 230,863 square feet of building area and 428 parking spaces. In addition, the school proposes four soccer fields, four tennis courts, one basketball court, one stand alone baseball/softball field, and one baseball field integrated into one of the soccer fields, a track around one of the soccer fields, and three playgrounds.

The 129 acre project site (the former Ridgeway Country Club) is an environmentally sensitive site and includes a pond, streams, limited steep slope areas, and over 24 acres of New York State Freshwater Wetlands (Wetland Identification Code No. G-7 on the New York State Department of Environmental Conservation Freshwater Map, Westchester County Map No. 11 of 14, Wetland Classification Type II). The property is located in the drainage area of the Mamaroneck River watershed at 400 Ridgeway in the City of White Plains, New York.

Notice of Acceptance of Draft GEIS and Public Hearing

Ulster County - The Town of Marlborough Town Board, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Dockside at Marlborough. A public hearing on the Draft GEIS will be held on October 24, 2011 at 6:30 p.m. at the Marlborough Town Hall, 1650 Route 9W, Milton, NY. A copy of the Draft GEIS is available for viewing at the Town of Marlborough Town Clerk's office and on line at: www.timmillerassociates.com/publicreview/dockside.

The action involves an application submitted for a petition to the Marlborough Town Board to rezone 25.12 acres of land on two parcels presently zoned "I" Industrial and "R-1" Residential to "R" Residential, in order to construct a 137 townhouse development on 27.19 acres on three parcels. The project site is served by municipal water and the sewer service area would be expanded to the site or, alternatively, the area outside the sewer district would be approved as an outside user to service the project. As part of the SEQRA process, environmental review thresholds will be established for the future review of a site-specific plan during the special use permit, site plan, and subdivision review process before the Marlborough Planning Board. The project is located on Dock Road in the Town of Marlborough, New York.
