Project Description:

Applicant proposes to build a 2,200-foot addition onto the existing library building, with 762 square feet of which will be within the 100-foot adjacent area of State Freshwater Wetland HO-4 (Class 1). Several alternatives were considered and the final plan was deemed to have the least impact to the wetland. The building will require some re-grading, and include a partial basement to accommodate mechanical and electrical systems. Erosion and sediment controls will be used to minimize potential impacts to the wetland.

Project Description:

The applicant proposes the construction of a 71 lot subdivision on a 142 acre parcel. The project has been designed to avoid and minimize impacts to New York State regulated freshwater wetland VT-2 to the extent practicable. The subdivision has been designed in a manner that keeps all building lots outside the regulated wetland and wetland adjacent area. As proposed the project will impact approximately 0.02 acres of wetland regulated and 0.30 acres of wetland adjacent area to facilitate the installation of a sewer line to serve the proposed subdivision.

Project Description:

Applicant has applied for a permit to develop and operate a new 120.8 acre clay mine on the north side of State Route 96 between Burgess and Powderly Roads in the Town of Waterloo, Seneca County on parcels totaling 252.8 acres owned by Seneca Meadows, Inc. Over the course of the operational life of the mine (11 years, estimate), approximately 3.4 million cubic yards of material will be excavated and used primarily for construction and operation of the applicant's nearby permitted Seneca Meadows Landfill. Mining is proposed for below the local water table and the excavation will be dewatered with an ultimate discharge to Black Brook or its tributaries during phased mining operations. No processing of excavated materials has been proposed for the site. No vehicle maintenance or service activities will be conducted on this site. Final reclamation will include the replacement of stockpiled topsoil and will create stabilized, revegetated open space and two large ponds. The Life-of-Mine area reviewed for this proposal is 120.8 acres.

A hearing on the application and dEIS will be held at the Holiday Inn, 2468 NYS Rt 414, Waterloo, New York on Wednesday, October 26, 2011 at 7:00 PM. No further review in accordance with SHPA is required.
