Project Description:

The Department has made a tentative determination to approve an application for an existing facility, a state-owned hospital serving the borough of Queens. The facility is transitioning its campus of over 100 buildings to 24; eight are leased to long-term tenants operating their own exempt heating facilities; eight are OMH-owned and operated buildings provided with independent exempt units; four buildings are located on an isolated section of the former campus and are served by a stationary combustion facility that is the subject of the Air Facility permit ID 2-6307-00242/00007. The four remaining buildings have not been provided independent heating sources and need to remain occupied after the centralized plant is decommissioned. Therefore, it is necessary to install a temporary steam supply; this includes two Cleaver-Brooks Model CB 400-350-200 boilers having a maximum input of 14.6 mmbtu/hr each firing only natural gas. The new boiler emissions will be capped at 2.5 tons NOx per year to avoid the applicability of New Source Review.

The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 04, 2011.

Project Description:

The applicant proposes to construct a one-story addition to an existing one-family house including a two-car garage, rear deck and concrete driveway. The applicant also proposes removal of existing parking pad, aluminum shed, several trees and establishment of a 20 x 80 foot deed restricted area of no-land alteration between the wetland and the developed area. The project site is located within the adjacent area of NYSDEC regulated Class I Freshwater Wetland AR-5 (Arden Woods) at 361 Woodrow Road, Staten Island Block 5736 - Lots 163 & 165.
