Project Description:

The New York State Department of Environmental Conservation (DEC) is pursing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) permit NY-0064190, pursuant to 6 NYCRR Part 750-1.18 and 750-1.19, the Priority Ranking System known as New York State Environmental Benefit Permit Strategy (EBPS).

The Wellesley Island Land Port of Entree (LPOE) wastewater treatment plant was constructed in early 1970. The facility has an extended activated sludge watewater treatment plant that is designed to treat 7, 700 gallons per day (GPD) and the effluent discharge is to the St. Lawrence River, a Class A water. The existing discharge permit was indefinitely extended on June 1, 1984. The permittee name and address have been updated.

Outfall 001 (drinking water treatment discharge) has been deleted as it belongs to the Thousand Island Bridge Authority who used to own both referenced Facilities.

The permit pages have been updated to reflect current DEC format and regulations. Sample collection for 5-Day Biochemical Oxygen Demand (BOD), Total Suspended Solids and Fecal Coliform have been increased to once per month (1/mo) for the activated sludge wastewater treatment plant. Discharge Notification Act (DNA) requirements have been added. Monitoring Page with flow diagram has been added. Sample Frequency for pH, Temperature and Settleable Solids has been reduced to five days per week (5/week). Monitoring collection for visual observation has been added (daily).

Project Description:

The Department has drafted a modified permit pursuant to Article 19 (Air Pollution Control) of the New York State Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the existing facility located at Ogdensburg Energy Facility, 21 Entrance Avenue, Ogdensburg, NY.

Ogdensburg Energy Facililty is a cogeneration facility consisting of two combustion turbine/HRSGs firing natural gas or distillate oil. The one combustion turbine has a duct burner firing natural gas only. This combustion turbine uses steam injection and SCR for control of NOx. The second combustion turbine uses steam injection and SCR for control of NOx also. The facility also has two auxiliary boilers that can fire natural gas, distillate oil or biodiesel. An emergency diesel generator and diesel fire pump also are housed at the facility. The facility provides electricity to the grid and steam to a host facility. The facility is not subject to PSD, but is subject to the NSPS. The facility is a Title V major for NOx, CO, AND VOCS.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
