Project Description:

The Department has prepared a draft permit and made a tentative determination to issue an Air State Facility permit for the SSF Production facility located at 49 Werner Schluter Way, Town of Plattsburgh. The facility manufactures extruded polystyrene film. This extrusion process mixes melted polystyrene beads with a blowing agent that is a volatile organic compound (VOC) and a portion of the blowing agent is retained in the film. The VOC in the stored film offgases over time and is vented to the atmosphere. The permit limits the amount of blowing agent that can be used so that VOC emissions are capped at a minor source level. There are no other pollutants with major source level potential emissions.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant has proposed to construct a 352 lot single family residential subdivision with associated roadways, municipal water and sewer, and storm water management infrastructure on a 241.6+/- acre parcel of land one (1) mile east of the Village of Fort Edward, on the north side of NY Route 197. There will be 0.417 acres and 1,800 cubic yards of permanent fill placed in federal wetlands for proposed road crossings, for which mitigation wetlands will be created. The entire proposed project site is within the Fort Edward Grassland Important Bird Area (FEGIBA), a designation assigned by the National Audubon Society of New York. The proposed subdivision and associated development, including increased traffic in the area, have the potential to negatively impact endangered and threatened birds and their habitat. The applicant has demonstrated avoidance, minimization and provided mitigation, to the extent practicable, all impacts raised regarding the threatened and endangered grassland bird species.
